Energy renovation grant and asbestos surveys
The grant may help a housing company move a renovation forward. If the work disturbs older structures, asbestos must be assessed before work begins. Applying for the grant does not itself create a survey requirement.

What does the grant cover?
Finland’s Centre for State-Subsidised Housing Construction offers support for energy-efficiency improvements in residential buildings in 2026–2027. Housing companies and certain owners of state-supported rental or right-of-occupancy homes may apply. Support is capped at €4,000 per apartment and 50% of approved costs. The share of costs accepted varies by measure, so this does not mean half the entire renovation bill.
When is an asbestos survey needed?
For buildings completed before 1994, asbestos-containing materials must be identified before renovation or demolition that disturbs structures. This may apply to pipework, ventilation, façades or insulation. The planned work and building create the need for a survey, not the grant application. Varke does not separately list asbestos surveys or sample analyses among eligible measures; do not assume their costs qualify without project-specific confirmation. A single sample does not replace a required asbestos survey.
When should you apply?
As a rule, submit the application and attachments to Varke before renovation starts. An exception may cover work started on or after 1 June 2026 if the other conditions are met: the complete retrospective application must arrive by 31 December 2026. Always check Varke’s current guidance.
